Moff Gideon certainly has no legitimate claim according to the rulers governing the Darksaber, but nor do any other characters.
Such a complex main goal explains why there were not too many Moff Gideon clones in the chamber that Din Djarin found.

The show will feature the return of as the titular character, with as the villainous Moff Gideon, as Greef Karga, and as Bo-Katan.
We reckon Bo will seek out the Mythosaur to not only help with her mission to unite the different factions of Mandalorians, but to leave Moff Gideon trembling in his boots.
While it has been confirmed Moff Gideon would return in Season 3, it seemed likely he would still be a prisoner of the New Republic when he first appeared.
